Regulatory Updates

Schumacher Electric Corporation prides itself on being an industry leader in providing safe, affordable, reliable, and energy efficient products. Like many other products, our products are subject to state and federal regulatory requirements. Ensuring that our products meet or exceed all applicable requirements is a core commitment of our Company.

On June 13, 2016, the Department of Energy (“DOE”) published in the Federal Register that all battery chargers manufactured and imported into the United States starting on June 13, 2018 must comply with the DOE published energy conservation standards. This new Federal rule establishes one single, national standard for battery charger efficiency.

As most are aware, certain states, including California and Oregon, currently have energy standards applicable to battery chargers. In publishing its rule, the DOE specifically stated that all state or local battery charger standards will be replaced by the DOE’s Federal standards. Until that point in time, the California, and other states, energy standards for battery chargers will apply.

The DOE has stated there will be no Federal marking requirements for compliant battery chargers. However, there will be detailed reporting. All manufacturers and importers will be required to report the applicable certification data for its products on the DOE’s Compliance Certification Management System (“CCMS”) on or before June 13, 2018.

Shortly after the DOE published its Final Rule, the Natural Resources Canada Office of Energy Efficiency indicated it intends to add battery chargers as an energy-using product to Canada’s Energy Efficiency Regulations to align with the DOE standards. Essentially the Canadian office is proposing to adopt the DOE standards, including the implementation date, in whole. To date, Natural Resources Canada has not issued any proposals, but we understand something may be issued in August 2017 and will update our customers at that time.

Schumacher currently produces a line of products that meet the state standards, and we are updating our industrial line to also manufacture products that meet the California Industrial Standards, which become effective in January 2017. Any products currently manufactured that do not meet state requirements will be labeled as such and will not be sold to customers selling product into regulated states.

We assure you that we will meet or exceed the requirements of any Federal standards when they become effective. Part of being the industry leader means ensuring that our partners and customers never have to worry about a Schumacher product not meeting quality and performance standards. That is our commitment.
